Here is a quote from ESPN:
UFC president Dana White has confirmed to LA Times and ESPN verbal agreements are in place for an interim lightweight title bout between Khabib Nurmagomedov and Tony Ferguson at UFC 209 on March in Las Vegas. UFC waiting on a signed bout agreement from Ferguson. According to White, “Khabib is in.”
UFC 209 will be held on March 4, 2017 at the T-Mobile Arena in Paradise, Nevada.
The event was originally scheduled to take place on February 11 at Barclays Center in Brooklyn, New York, however, due to a lack of suitable headliners for the original UFC 208 (scheduled for Anaheim, California), that event was postponed to August 5 and an originally scheduled UFC 209 to be held in Brooklyn was renamed as the new UFC 208. Therefore, this event was also renamed from UFC 210 to UFC 209. This will be the fifth UFC event held in the venue.
Nurmagomedov (24-0 MMA) has won eight straight under the UFC banner. In his last two bouts, he defeated Darrell Horcher via TKO at UFC on Fox: Teixeira vs. Evans before submitting Michael Johnson most recently at UFC 205 in New York.
Ferguson (22-3 MMA) is riding a divisional high nine-fight winning streak. Ferguson has earned six straight performance bonuses on his last five fights, most recently earning a unanimous decision win over former UFC lightweight champion Rafael dos Anjos at The Ultimate Fighter Latin America 3 Finale.
The current UFC lightweight champion is Conor McGregor, who defeated Eddie Alvarez at UFC 205 to earn the 155lbs strap.
